1.  That's not possible. You have to use TextualBody resources in a 
Choice. That TextualBody can have a language associated with it.
2.  The preferred or default option is the first in the list, hence 
having order.
3.  I don't see what the issue is here? You can add 
skos:preferredLabel to a resource, no?
