CfC: publish FPWD of Web Annotation Protocol; concluded with support

This CfC (see below)   to publish a FPWD of "Web Annotation Protocol’, with a short name of ‘annotation-protocol’ has completed successfully, with support on the list and no objections.

We will proceed with the FPWD publication.  Doug took an action to arrange for publication of the draft Rob prepared.
