Comment on 1.3.4

I am forwarding a comment on the SC 1.3.4 marked ”at risk” from the The National Agency for Special Needs Education and Schools, SPSM, in Sweden. The message is written in Swedish and Google Translate offers a fairly good translation, but here is a more accurate one:

As a representative of the National Agency for Special Needs Education and Schools, this is our response:
It is important for SPSM and our users that 1.3.4 becomes part of WCAG's success criteria at Level AA. We do not see any problems with the implementation and gladly contribute with experiences from our development environment.

Please help us make sure this is being communicated to the W3C.
