Great questions, indeed!

My current technical area of interest is digital contract specification and digital contract governance. Governance, being largely about accountability, requires a resolution of exactly the tension you reference. While I don’t know how to resolve this tension, I would certainly like to engage in a discussion of the collateral conditions which must be satisfied by such a resolution.

Insofar as “policy" can be understood as “protocol”, there is a great deal known about both operational and logical specifications thereof.

I hope that breakouts will be organized around both your questions.
