Minutes

1. The Protocol Council welcomed the new Member: Mr. Tapio Kaijanen, ETSI representative,
who replaced Mr. Gerry Lawrence.

2. The Protocol Council Members analyzed the comments to the At-Large Study Committee Draft 
Report on At-Large Membership provided by ETSI and IETF. 
After an intensive discussion, Protocol Council decided to try to reach a common position on 
this issue and the secretary was requested to prepare the draft of merged comments to 
the Draft Report. It should be brought to the PSO-PC exploder for further consideration by 
the Protocol Council Members by the 15th of October 2001. Should all the representatives be 
satisfied, the common position will be sent to the ALSC. 
The importance of trying to reach consensus by the deadline of 20 th October was underlined.
If the consensus is not reached, at least each organization will outline the part of the 
statement that they are willing to support.

3. The Outcome of the Montevideo ICANN Meeting was discussed, based on the short report sent 
by the ICANN Director, Mr. H. Schink. 
It was agreed to bring the issue of a separate ccTLD Support Organization to the agenda of the
next audio-conference meeting in order to deal with the whole matter of increasing the number 
of support organizations and how this development affects the ICANN organization. It was also 
agreed to bring the issue of shared registry system for further discussion during the next
conference call.

4. The Protocol Council has thoughtfully analyzed from different angles the text on the
Alternative Roots Issue agreed during the conference call on the 4th September 2001, 
which stated: 

"The Internet DNS currently operates using a Single Authoritative Root Server System. 
Although, it would be technically possible to devise and standardize a fully compliant
alternative multiple root server system, there appears no technical reason for changing from 
the present working system, as this would require the development of a new set of protocols 
for use by the DNS."

After detailed discussion, the Protocol Council deliberated to reconfirm this statement as 
the position of Protocol Council on the Alternative Roots Issue.
It was further agreed to insert the conclusion of the ITU-T Study Group 2 on this issue, 
as well as the comments concerning this matter of ETSI, IETF and W3C if any, and this will be
brought to the attention of ICANN.

ITU-T Study Group 2 conclusion on the Alternative Roots Issue, which was reached during the 
ITU-T Study Group 2 meeting (Geneva, 4-14 September 2001) states:
"Study Group 2 has noted the PSO statement and has no objections to it.
However, Study Group 2 notes that there may be other issues in addition to technical reasons
such as administrative and national sovereignty considerations."

IETF made the following statement:
"The Internet currently operates using a tree-structured name space known as the DNS. 
Of necessity, such a name space must have a single, authoritative root. Moving to a model that 
would not require such a single, authoritative root would require replacing the present, 
working DNS with some other system. 
Such a replacement would require the development of a new naming paradigm, as well as the 
protocols and software to implement it. Developing and deploying such replacement protocols 
would take years, and would have enormous potential for disruption of the Internet. 
IETF does not see any technical benefit in such an effort."

5. The Protocol Council discussed the possible attendance of the third Annual ICANN Meeting. 
It was confirmed that several PSO-PC representatives will attend the ICANN Meeting at 
Marina del Rey, USA (12-15 November, 2001)
Protocol Council required its secretary to contact ICANN CEO and to find out whether the
Report of PSO-PC will be on the Agenda of the Meeting or not. 
The draft plan of the report was discussed and it was decided that in case of a positive reply 
from ICANN the e-mail discussion on this issue will be started.

6. Azucena reconfirmed the invitation to the informational Workshop on ICANN that will be held 
in ETSI Headquarters, on the 20th of November, 09h00 - 11h00 CET. 
This event will be webcasted.

7. The next PSO-PC conference call was scheduled for the 26th of October 2001, Friday, 15h00 CET.
