   Minutes

  1. Mr. Fabio Bigi, ITU-T Member of PSO PC opened the meeting and welcomed the participants. 

  2. Vladimir took advantage of this occasion to announce the successful transfer of the PSO 
  web site, exploder lists and archives from ETSI to ITU and thanked Livia Rosu for her help 
  during this process and making the necessary arrangements for a smooth take-over of the 
  PSO Secretary responsibilities.

  3. The draft final report of ALSC on ICANN At-Large Membership was sent to PSO-PC Members
  on 24 August 2001. It was decided to request the ALSC deadline for comments. 
  Therefore it was agreed that the secretary would write a letter to 
  the Executive Director of ALSC requesting the deadline for comments.
  It was agreed that while the PSO-PC will refrain from making comments on general policy 
  and will only deal with issues within the PSO Charter and Constitution.

  4. Protocol Council has thoughtfully considered the Alternative Roots issue. 
  Pending discussions to be held at the occasion of ITU-T Study Group 2 Meeting
  (Geneva, 4-09-01 to 14-09-01)the following statement was provisionally agreed:

   The Internet DNS currently operates using a Single Authoritative Root Server System. 
   Although, it would be technically possible to devise and standardize a fully compliant alternative 
   multiple root server system, there appears no technical reason for changing from the present 
   working system, as this would require the development of a new set of protocols for use 
   by the DNS.

   The secretary will inform ICANN of this opinion immediately after the meeting of ITU-T Study Group 2. However should the ITU-T Study Group 2 view not be in line with this opinion the matter will be brought back to the PSO-PC for further discussion.

  5. Protocol Council Members have discussed their participation in the ICANN Meetings. 
  Unfortunately, nobody will be available to attend the Montevideo, Uruguay ICANN Meeting. 
  The secretary will inform ICANN accordingly and will request that the report of PSO-PC will not
  be included in the Agenda of the Montevideo Meeting.
  Brian, Azucena and another ITU-T representative will attend the Marina del Rey, California, 
  USA ICANN Meeting. It was decided that the report on the activities of the PSO-PC will be
  drafted by the possible participants and circulated amongst the PSO-PC Members, 
  based on the results of the last GA.
  The PSO-PC members present at Marina del Rey will introduce the Report to ICANN.

  6. As Gerry is taking his retirement as of 14th of September, 
  the new PSO PC Member is appointed by ETSI: Mr. Tapio Kaijanen ETSI Board Member Director, 
  Technology and Research, SONERA Corporation. All PSO PC Members expressed their best wishes
  to Gerry.

  7. Azucena announced that ETSI is going to organize a Workshop on ICANN and cordially invited
  all PSO PC Members to attend this event. The Workshop will take place on the 20th of November 
  from 09h00 to 10h30 CET.

 8. The next Teleconference was scheduled for the 28th of September, Friday, 15h00 CET.
