I confirm that I can make the 11th April for the teleconference.
I had forgotten that we needed to distinguish between a two year and a three
year appointment. It would seem logical to select Mr Zhou for the three year
post, as he has been waiting for nearly a year for the other appointee to be
chosen!

I have been contacted by Louis Touton to provide our input for the
Independent Review Nominations Committee (see message below). It looks like
it's now the time to announce the PSO-PC decision formally (especially the
IETF/W3C common selection).
In this light and also for considering the issues highlighted by Gerry on
the selection of the ICANN Directors, we have to look closer into these
matters. I would suggest we have a teleconference at your earliest
convenience. I would like to suggest a day somewhere between 9 and 11 April
(to accomplish that before Easter), but I'm afraid that would not
necessarily fit into your busy agenda... Please get back to me with your
proposals based on your own availability.

As you may recall, the Protocol Council is responsible for appointing
two members to ICANN's Independent Review Panel Nominating Committee,
one for a two-year term and the other for a three-year term. Some time
ago, the PC noted in its minutes that Houlin Zhao would be appointed for
one of these positions, as selected by ITU-T/ETSI. (The Address and
Names Councils have completed their appointments.)
I have heard informally that IETF/W3C wish to select Tim Berners-Lee for
the other position.
The ICANN Board would like to have the (several) steps toward
establsihment of the Independent Review Panel completed promptly. As a
next step, could you look into when the PC can formally make the
appointments of Zhao and Berners-Lee, including allocation of the two-
and three-year terms? Once you get an idea of the schedule, please let
me know.
