<https://github.com/http2/http2-spec/issues/362> We discussed this at the Design Team Meeting; some people were adamant that allowing a peer to communicate that they're blocked is invaluable in debugging, but others remained unconvinced, and were concerned about the complexity that this might add. We're closing in on the 4th (and possibly last) implementation draft pretty rapidly, so if we want it in this round, it'll need to be resolved pretty quickly. What do people think?
