This is a known issue (see
https://github.com/http2/http2-spec/issues/413). If you would like to
see this issue resolved, perhaps I could ask you to make a more
concrete recommendation for how to improve the specification.  There's
been a lot of discussion on the topic, but I'm having difficulty
identifying any actionable outcomes.
