httpbis -14 drafts

Hi,

we just published the -14 drafts of Part 1 through 7, which reflect the 
progress we made just before the Prague meeting, and during the meeting 
week.

Among the changes is a large rewrite with respect to ETags/validators, 
plus the much-anticipated (hopefully) move to get out of the business of 
overriding text/* encoding defaults

Mark Nottingham, our WG chair, will follow up with a list of tickets
we'd link to close as fixed soonish.
