Actually, for design issues, the editors do not have any special 
privileges with respect to the issue tracker (except for being able to 
close issues when a agreed-upon change was applied).

I do agree that getting this into the issue tracker needs to be 
optimized; how about using the Wiki to draft a problem statement (and 
potentially a proposed change)? (Of course the information still needs 
to go to the mailing list so that it's properly archived and IPR is 
taken care of).
