Does Reason-Phrase allow LWS?

Hi.

Looking at...:

     TEXT           = <any OCTET except CTLs,
                      but including LWS>
     LWS            = [CRLF] 1*( SP | HT )
     CRLF           = CR LF

     Reason-Phrase  = *<TEXT, excluding CR, LF>

So was the real intent to say: any OCTET except CTLs?
