Sure, but nothing really breaks from it, apart from the users experience
of (and cost of visiting) the affected sites...

If you want to do something productive in this area then try to
investigate WHY these sites sends both "don't ever cache this" together
with valid cache validators. It's possible they all share some common
framework which simply overlooked this fact, and if you can address that
you get the major sites addressed pretty quickly (year, not decades)...
