Last-Modified in chunked footer

It is common for servers to implement Server Side Includes (SSI, aka
server parsed HTML).  These are really composite documents, and to
calculate the Last-Modified date correctly would require buffering the
entire document (negating the value of chunking).

I propose that Last-Modified be allowed in the footer of a chunked
transfer.
