That draft is 8 months old -- more recent ones can be found at


and any Internet Drafts directory (draft-ietf-http-v11-spec-05.txt
is the current version).

Refresh is no longer in the HTTP/1.1 document -- it has been deferred to
HTTP/1.2 (or later).
