'the Reason-Phrase is intended for the human user. The client is not 
required to examine or display the Reason-Phrase'

If the Reason-Phrase is intended for the human user, surely the client 
SHOULD display the Reason-Phrase? Or, perhaps, MUST optionally display 
the Reason-Phrase.
