Transparency relaxed by cache

In chapter 13, the third paragraph states that:
.., the protocol requires that transparency may be relaxed 
 o only by an explicit protocol-level request (when relaxed by client or 
   origin server)
 o AND only with an explicit warning to the end user (when relaxed by 
   client or cache)

The AND is wrong (since a cache may relax transparency if it issues warnings 
to the end user, 13.1.5), or at least confusing. Propose to remove AND and the
