Larry,
the subsequent discussion after I discovered this paragraph
(and blew up; there are good reasons for 1766 being the way it
is now) seemed to converge on the opinion that Glenn (or someone)
should write down the list of all Ethnologue languages and submit
them as a batch to IANA for registration as

I-S-xxx

This doesn't require changing 1766, doesn't get us into hot water
when (or if) ISO gets around to assigning 3-letter tags to languages,
and gives a clear registration for where to find more info on the
languages concerned.

I hope Glenn is doing this - he may have forgotten.
