Need EDIT 3.2.1 - "+" not safe

On page 20, the "+" charcter must be removed from the 'safe' line and
added to the 'reserved' definition.

This change received significant discussion shortly before we wrapped
up HTTP 1.0. The change conforms "+" to HTTP/1.0 and is required now
for the same reasons.
