This is incorrect EBNF:
  Connection-header = "Connection" ":" connection-token
                                       0#( "," connection-token )

The '#' means "comma separated list", so the "," is redundant.
This is correct (and simpler):
  Connection-header = "Connection" ":" 1#connection-token
