remove PATCH, COPY, MOVE, DELETE, etc.? Upgrade?

I'm only now starting to get the issue status into shape, primarily by
organizing it by section of the HTTP/1.1 draft rather than by
subgroup. The list is still officially 'a mess', but there's hope.  In
review, I personally had a number of minor issues with the HTTP/1.1 draft
that I don't think have been reviewed before, and I've put them on the
'issues' list. I'll send mail about the minor issues soon.

The major issue is:

Which features not in 1.0 and not reviewed by any of the subgroups do
we retain in 1.1 (as opposed to pushing into some later version)?
