Our vote is that:

Orig-Host: fully.qualified.domain.name

be optional in HTTP/1.0 and required in HTTP/1.1.

However, our foremost concern is that passing of the domain name
take place.  Precisely how that is accomplished is a secondary 
concern for us.  Orig-Host would be the easiest to implement, and
sounds like the most bandwidth conservative option.
