Say, because bandwidth is a scarce resource.  For our server it
doesn't matter that much, but for modem users every byte counts.

Anyway, you're missing the real point which was buried in the third
paragraph: you won't *need* the Orig-URI for URNs, so there is no
reason to have Orig-URI at all, Orig-Host will do the job.
