Almost certainly some configuration problem. My first guess would be that
they have a proxy configured, have access restrictions enabled for the
proxy, yet haven't configured their server to know that it is www.lag.net
so it thinks it is a proxy request and denies it.
www.apache.org is probably better to use for such purposes, or just get
your own copy.
