MIME message/external-body access types

RFCs 2046 and 2048 call for IANA registration of access-type parameter
values for message/external-body.  I cannot find any registrations at the
IANA site.

Have any access-type values other than those in RFC2046 been defined?

In particular, is there a defined access-type that allows the body part to
be designated by URI?
