The IETF terminology is quite confusing.
The stages a document passes are:

(1) IETF draft
(2) Sometimes Experimental standard
(3) Proposed standard
(4) Draft standard
(5) Standard

It is rather confusing that the word
"draft" occurs twice in different places
in this list.
