Some comments:

- If possible, there should be no aliases. They don't provide
   functionality, only add confusion.
- If possible, the Unicode/ISO 10646 equivalence table should
   be included in the registration.
- The charset name suggests that there is some relationship
   to windows-1252. This should be documented.
