As this file says, it is only the "Mapping table from IBM CP 1047 to ISO 10646."
A complete mapping table including roundtrip/fallback information is available at http://oss.software.ibm.com/cvs/icu/charset/data/ucm/ibm-1047_P100-2000.ucm
