Correction to the Character Set Registry document -- ISO-IR instead of ECMA Registry

The above document has a reference to the ISO Registration authority as:

      ... but is registered with ISO (ECMA is the current ISO Registration
Authority),  ....

This must be corrected to:

      ... but is registered with ISO ( IPSJ/ITSCJ is the current ISO
Registration Authority), ...,

OR reworded as:

      ... but is registered with ISO (See:
http://www.itscj.ipsj.or.jp/ISO-IR/  for the latest registry) ..

Later on in the document "Source:  ECMA Registry" is entered for many of
the registrations.  Please add an entry to the REFERENCEs list as:

[ECMA Registry]   ISO-IR:  International Register of Escape Sequences -
http://www.itscj.ipsj.or.jp/ISO-IR/
                  Note: The current registration authority is IPSJ/ITSCJ,
Japan.
