Actually, it depends where you read it in SC2/WG2 N1311, the final 
text of AMD-2.  The cover page listed it as "Format" but page 1 listed 
it as "format". Page 1 appears to be an oversight but that is the 
place from which I responded. Personally, I prefer "Format".  : )
