As you can see through the subject of the RFC, it is a multilingual
extension of ISO-2022-JP. ISO-2022-JP-2 is a charset upper compatible
to ISO-2022-JP. With ISO-2022-JP-2, you can use more script than ISO-
2022-JP with which you can express native representation of a lot
more languages.

In that sense, it is the second step for the internationalization.

BTW, it is not clear to me what do you want to do?

Do you want to have a charset name with which you can use JIS X 0212?

Or, do you want to have a charset name with which you can use
ASCII, JIS X 0201, JIS X 0208 and JIS X 0212, but nothing more
than that?

Or, do you want to extend ISO-2022-JP to include JIS X 0212 without
changing its charset name?

Or?
