running Tidy on Japanese documents

Dear Colleagues,
I am trying to run your Tidy program on Japanese documents, and obviously it is not working by the general settings. It creates symbols in the new XHTML file such as &#217&#615. However, I also get the message in the DOS command prompt: Warning: replacing invalid character... Do you know how to fix that? Do you have any settings for Japanese characters?
