HTML Tidy help (fwd)

The example in the forwarded email tidies to:

<p><b>fjeiwowoeifj</b></p>
<div>wjeio3923rf</div>
<div>few0005954</div>

Rather than what was expected:

<p><b>fjeiwowoeifj</b></p>
<div><b>wjeio3923rf</b></div>
<div><b>few0005954</b></div>

Is there any reason why libtidy shouldn't support the expected 
behavior?

I've been trying different configurations but so far with no luck.
