Tidy- char encoding problem

I've got small problem with char encoding in my application.
Now, my code is:

if not TidyGlobal.LoadTidyLibrary(ExtractFilePath(Application.Exename)+'data/lib/libtidy.dll') then

          Tidy.Configuration.IndentSpaces := 2;
          Tidy.Configuration.UpperCaseTags := False;
          Tidy.Configuration.WrapSection:=False;      
          Tidy.Configuration.QuoteMarks:=False;
          Tidy.Configuration.QuoteNbsp:=False;
          Tidy.Configuration.QuoteAmpersand:=False;
          Tidy.Configuration.Doctype:='-//W3C//DTD HTML 4.01 Transitional//EN';
          Tidy.Configuration.Mark:=No;                 
          Tidy.Configuration.AsciiChars:=false;       

          Tidy.AssignConfigToTidy;                     
          Tidy.LoadConfigFromTidy;

but when I want parse my text, output file has got an big5 encoding, even input text has got ISO enc.
How can I change it? How can I apply to tidy iso-8859-2 (latin2) encoding? Is tidy suport it?
