Tidy, russian encoding

Hi, please, can u help me.

I'm trying to use NTidy (.NET wrapper for tidy), and it replaces each
Russian character on symbols like this &iuml; 

I tried to use tidy.exe with different encodings, but got same result. Which
encoding I had to use in the source file and what in command options?
