How to preserve numeric entities in munged mailto:?

Specifying ascii-chars: no does not prevent..

mailto:someone@somewhere.com

from being converted to..

mailto:someone@somewhere.com

Have I misunderstood the ascii-chars option or is this a bug? Whether it
is or not I'd appreciate any guidance on ways and means of preserving
"munged" addresses. So far I've tried tweaking lots of options but
nothing has helped.
