Puzzled by lack of HTML, HEAD and BODY tags in output

I'm puzzled why tidy doesn't produce output with the HTML, HEAD and BODY
tags. My options of 

-i -wrap 78 -u -omit -c -m -q --doctype strict --vertical-space yes

removes them.
