You can't have a list *directly* in another list. But it is no problem at
all to nest a list inside a 'list item'.

Wrong:

<ul>
   <li>item 1</li>
   <li>item 2</li>
     <ul>
      <li>item 2.1</li>
      <li>item 2.2</li>
     </ul>
   <li>item 3</li>
</ul>

Good:

<ul>
   <li>item 1</li>
   <li>item 2
     <ul>
      <li>item 2.1</li>
      <li>item 2.2</li>
     </ul>
   </li>
   <li>item 3</li>
</ul>
