Hey Paul, I've tried doing the same thing and couldn't get anything to work... And cleaning these bad boys by hand can get boring, quick...
I did find a great site: http://www.textism.com/resources/cleanwordhtml/ Fantastic site for cleaning html files...
Make sure you save you're .doc file with the 'Save as webpage' command and make sure Website Filtered is selected in the drop down menu at the bottom of the dialogue box... Then run that .htm file through http://www.textism.com/resources/cleanwordhtml/ and then slap it around with tidy.
Kinda wack way of doing it, but it's saved me allot of time over the past few years...
I just got Office 2003 yesterday, so we'll see how well this works with it... <g>

i've got a microsoft word 2002 file created on xp. the following
namespaces are causing tidy (1st july 2003) to fail (with the word-2000
option):
line 15 column 1 - Error: <o:smarttagtype> is not recognized!
line 17 column 1 - Error: <o:smarttagtype> is not recognized!
line 19 column 1 - Error: <o:smarttagtype> is not recognized!
line 686 column 56 - Error: <st1:country-region> is not recognized!
line 686 column 76 - Error: <st1:place> is not recognized!
line 688 column 61 - Error: <st1:country-region> is not recognized!
i get the (exact) same results with 1st september 2003 version (current
as of this writing).
these namespaces are defined on the html element along with some others:

i've read lee passey[1]'s comment (where there's mention of *another*
namespace "dt"), but there doesn't seem to be a useful followup on that
report other than a related sourceforge bug report[2].
as i workaround i can do:
$ tidy --config tidy.conf --new-blocklevel-tags "o:p,o:smarttagtype,st1:country-region,st1:place,st1:city" imm2002.html
does anyone know of a canonical list elements that might occur in these
microsoft namesapces? i've found little with google. :(

<p class=MsoTitle>Students<o:p></o:p></p>
<h2>Who can <span class=GramE>apply ?</span> <o:p></o:p></h2>
<p class=MsoBodyText>If you are legally present in the <st1:country-region><st1:place>UK</st1:place></st1:country-region>
on a temporary basis you can apply for an extension of your leave to remain in
the category of student. You can only apply from within the <st1:country-region><st1:place>UK</st1:place></st1:country-region>
if you are a non-visa <span class=GramE>national, that</span> is, if you do not
require prior entry clearance (or visa) to enter the <st1:country-region><st1:place>UK</st1:place></st1:country-region>
for a limited period.</p>
<p class=MsoBodyText>If you are a visa national, you will have to leave the <st1:country-region><st1:place>UK</st1:place></st1:country-region>
and apply from the country where you usually live. If you are already here as a
student, you can apply for an extension of leave to carry out further studies.</p>
<p class=MsoBodyText>If your student application is allowed, your spouse and
any dependant children (under the age of 18 years) will be able to stay with
you in the <st1:country-region><st1:place>UK</st1:place></st1:country-region>.
You should add their details to the form and send their passports with the rest
of the required documents.</p>
<p class=MsoBodyText>You can work while on leave to remain as a student, for up
to 20 hours a week, you do not require permission to work. Special conditions
apply to EEA nationals, refugees, some others in exceptional circumstances and
their families.</p>
<h2>How to apply </h2>
<p class=MsoBodyText>You should apply to the Home Office using an FLR (S)
form.<span style='mso-spacerun:yes'>Â </span></p>
<p class=MsoBodyText><b>Charges</b>: Applications made within the <st1:country-region><st1:place>UK</st1:place></st1:country-region>
are free of charge.</p>
<p class=MsoBodyText>The Home Office will not accept applications that are
incomplete, made on the wrong form or which have documents missing. Take great
care to fill in your application correctly and to enclose original documents
with the form <b>âEUR" no photocopies are accepted.</b> The following are useful
points to note:</p>
<p class=MsoBodyText>Always make an application in plenty of time (one month
before your current leave to remain expires is recommended). If anything is
incorrect or incomplete, it will be declared invalid and returned. A valid
application must be resubmitted before the ApplicantâEUR(tm)s leave to remain expires.</p>
<h2>Requirements</h2>
<h3>Course study: </h3>
<p class=MsoBodyText>You will need to have been accepted onto a course of study
at a publicly funded institute of further or higher education <b>or</b> a
private educational institute <b>or</b> an independent fee paying school <b>and</b>
be able and intend to follow a weekday full time course.</p>
<h3>You will need to send:<span style='mso-spacerun:yes'>Â </span></h3>
<p class=MsoBodyText><span class=GramE>letters</span> from the educational
institution or other proof of acceptance onto the course. The best proof is a
letter, which should state:- </p>

<p class=MsoBodyText>You will need to prove that you can maintain and
accommodate yourself throughout the course âEUR~without recourse to public
funds.âEUR(tm)<span style='mso-spacerun:yes'>Â </span>âEUR~Public fundsâEUR(tm) include:</p>

<h3>Public funds do not include provisions such as state education and NHS
treatment.</h3>
<h3>If you are supporting yourself financially: </h3>
<p class=MsoBodyText><span class=GramE>you</span> will need to send bank
statements, building society passbook(s) etc., showing any savings and income.</p>
<h3>If you are being supported financially by a sponsor:</h3>
<p class=MsoBodyText><span style='mso-spacerun:yes'>Â </span>(a friend or
relative, for example) you will need to send a letter confirming financial
support from the sponsor, bank statements or building society passbook showing
the sponsorâEUR(tm)s savings and income.</p>
<p class=MsoBodyText>Financial documents must cover the last 3 months, showing
the savings and income of the Applicant or sponsor âEUR" whoever is agreeing to be
financially responsible.</p>
<h3>Current Status:<span style='mso-spacerun:yes'>Â </span></h3>
<p class=MsoBodyText><span class=GramE>the</span> immigration rules require
that in order to apply for an extension or variation of leave within the <st1:country-region><st1:place>UK</st1:place></st1:country-region>
you must be legally in the country. You will need to send <b>your passport.</b></p>
<p class=MsoBodyText><b>You will also need</b> a passport sized photograph of
yourself, a passport sized photograph of any dependants aged 16 or over who are
applying to stay with you, Police Registration Certificates or any Applicant
who is required to register with the police.</p>
<h3>Additional Documents:</h3>
<p class=MsoBodyText><span style='mso-spacerun:yes'>Â </span>(<span
class=GramE>if</span> you already have lave to remain as a student). If you are
applying for a further period of leave to remain as a student you will need:</p>

sponsorship.</span></p>
<p class=MsoListBullet2 style='margin-left:36.0pt;mso-list:l23 level1 lfo4;

class=GramE>spend</span> more than 4 years on a short course.</span></p>
<p class=MsoBodyText>Your place of study will need to fill in a section on the
FLR(S) form to prove the first 2 points above, or you could provide a letter
from them âEUR" but make sure it provides all the information needed.</p>
<h3>Subsequent Procedures:<span style='mso-spacerun:yes'>Â </span></h3>
<p class=MsoBodyText>The Home Office should acknowledge receipt of the
application within 2 to 3 weeks. The Home Office at present takes about 3 to 5
months to process an application made by post. If you have applied in person,
at one of the Public Enquiry Offices (PEO) listed on the form, you may receive
a decision on the same day, provided you take all the correct documents with
you.</p>
<p class=MsoBodyText>You can remain in the <st1:country-region><st1:place>UK</st1:place></st1:country-region>
while you are awaiting a decision. You have leave to remain on the same basis
as before the application was made.</p>
<p class=MsoBodyText>If the application is refused, you have 10 working days in
which to lodge an appeal. This must be done using the appeal form included with
the refusal letter. You should seek a qualified representative who can advise
you and accompany you to the appeal hearing. Always find a representative well
before the hearing. <b>You are entitled to remain in the country until the
appeal is heard.</b></p>
<p class=MsoBodyText>If the application is granted, you will usually be given a
further 12 months leave to remain in the <st1:country-region><st1:place>UK</st1:place></st1:country-region>.
Your passport will be stamped accordingly. During this time, you may travel
outside the <st1:country-region><st1:place>UK</st1:place></st1:country-region>
for short periods but there is no guarantee that you will be able to re-enter.
You may have to prove each time that you still intend to study and that you
satisfy all the rules, so always take proof with you.</p>
<p class=MsoBodyText>If your course is for longer than 12 months, you will
usually have to re-apply each year that you wish to remain in the <st1:country-region><st1:place>UK</st1:place></st1:country-region>.
Each time you will have to show that you are still studying and that you are
making satisfactory progress. If you do fail exams, you may be allowed an
extension in order to re-sit, as long as you can provide a satisfactory
explanation.</p>
