please don't rewrite my non-ascii links

Dear Tidy Sirs, if I upgrade from aug00 tidy, Chinese href's will get
rewritten, causing links to fail.  Maybe it is illegal, but my links
will fail.  Is there anyway to switch this off.  I saw the explanation
in the error messages...
