Subtituting '%20' for whitespace in URL

This archive is getting soooooooooooo big it's hard for
me to keep-up on what's happened with tidy, so excuse me
if someone's already asked this question: Does tidy replace
whitespace characters in URLs with '%20'? If not, are there
any plans to have it do this?
