Why doesn't Tody let me nest lists?

Hello.

Tidy complains about the attached file, saying "line 14 column 5 - Warning:
missing <li>".

But this is just nesting one list within another. HTML allows that, doesn't
it?


I'm puzzled. Thanks for any help you can give me.
