Quiet or not ?

i'd like tidy to be a bit more quiet when the property "quiet"
is "yes".

Here is a suggestion:

in tidy.c line 1102, don't call ErrorSummary() if Quiet is true
in tidy.c line 1117, don't call GeneralInfo()  if Quiet is true
