Tidy => <style> for Multiple documents

The feature to clean up tags to use CSS is one of the prized features of
Tidy. 

One issue however is how to create a consistent set of 
CSS declarations across two or more documents. If Tidy cannot do
this, can anyone recommend any other tool that can process multiple
documents consistently?
