new-inline-tags bug in tidy.exe

It seems like the "new-inline-tags:" config parameter
isn't working in recent tidy.exe. It worked in the
april version. It works in the java version see output of
both versions below.

Here is the config file

    $ cat /temp/TidyConfig
	new-inline-tags: personal
	//output-xml: yes
	//output-xhtml: yes

$
$ tidy -asxml -config /temp/tidyConfig /tmp/a.html

Tidy (vers 7th July 1999) Parsing "/tmp/a.html"
line 6 column 1 - Warning: inserting missing 'title' element
line 8 column 8 - Error: personal is not recognized!
line 8 column 8 - Warning: discarding unexpected personal

"/tmp/a.html" appears to be HTML 2.0
3 warnings/errors were found!

This document has errors that must be fixed before
using HTML Tidy to generate a tidied up version.
