This product does not do what you are looking for, but it appears to contain some of the elements of what you would need. Dax clearly has some knowledge of the topic and may have a view on the viability of your requirement.

I am wondering if anyone has experience with automated color contrast evaluation for over thousands of InDesign assets? I believe there might a way to script and somehow automate the process to catch the failures in bulk.
