Rachel,
yours is a fantastic question.  Speaking for myself, I will illustrate why 
ms. O'Connor part time  work is important.
First, indeed the  goal here is to get paypal to a address accessibility, 
both those  problems that  exist and how such issues are brought to their 
attention in a timely fashion.
Ms O'Connor twitter feed is the only way that has been discovered, 
whatsoever that any member of 
the public can  connect with her.
she has no e-mail address that customer service staff  at paypal can use. 
she  has established no avenue by which paypal members can raise 
accessibility issues  with her directly, or with anyone at all at paypal 
directly.
In fact if you call paypal in general and ask them how the company 
addresses inclusion and accessibility, you will be told that no such 
interest  exists.
Further, I have heard from one source that MS. O'Connor does not talk with 
customer service at all.
If I were not a reporter making use of investigative avenues, I wold not know 
who Cathy O'Connor is or what she does at Paypal...at all.
Speaking for myself,  if Ms. O'Connor gave some indication that she 
took her duties at 
Paypal  as seriously as her part-time dance instruction,  I would agree 
that  the second  would not matter.
However, I bet you  that there is a direct way to engage her services in 
Zomba instruction.  that is more than we can say in engaging her attention 
regarding Paypal's accessibility  standards practices or  processes where 
the public is concerned.
In fact, why has she not addressed this thread directly?

Does my reasoning  make sense?
